Management Team:

Li Shengjun

Male, Han nationality, CPC member, with a Master's Degree and Doctorate in economics, born in November, 1958, in Pulandian, Liaoning. He is currently secretary of the Party Leadership Group and director of the Dalian Local Taxation Bureau (DLTB).   

Li served successively as vice director of Department One, Department Two and the Department of Comprehensive Business; deputy director of  DLTB Branch No. 5, vice director and director of Taxation Policy Department One, a member of the Party Leadership Group and deputy director of the DLTB. He took office as director of the DLTB in February 2008 and secretary of the DLTB Party Leadership Group in December, 2009.

Li is in charge of the overall work of the Bureau.

Li Ergong

Male, Han nationality, CPC member with a Master's Degree and Doctorate in economics, born in September, 1963 in Jilin, Jilin Province. He is currently a member of the Party Leadership Group and deputy director of the DLTB.

Li served successively as section chief of the Tax Inspection Section and the Tax Collection & Management Section in DLTB Branch No. 1, vice director and director of the Department of Tax Inspection, director of the Department of Collection & Management and chief economist of the DLTB. He took office as a member of the Party Leadership Group and deputy director of the DLTB in July 2003.

Li is in charge of the Plan Accounting Department, Office of Financial Audit Services, Department of Policies & Regulations, Department of Enterprise Income Tax, Department for Individual Income Tax, Tax Assessment Office; he assists Li Shengjun, secretary of the Party Leadership Group and director of the DLTB, with routine work; he liaises with the Bureaus directly under the DLTB: the Zhongshan District LTB, the Dalian High-tech Industrial Zone LTB, the Bureau of Tax Inspection One, No. 2 Bureau of Tax Inspection, and the Wafangdian LTB.    

Liu Wengui

Male, Han nationality, member of the CPC with a Master's Degree in finance, born in September, 1954 in Gazhou, Yingkou, Liaoning. He is currently a member of the Party Leadership Group and director of the Dalian Development Area Local Taxation Bureau (DDA LTB).

Liu served successively as vice office director of the Yingkou Municipal Financial Bureau, secretary of the Mayor of Yingkou and vice director of the General Affairs Department of the Yingkou Municipal Government General Office, section chief of the Budget Section of the Yingkou Municipal Financial Bureau, principal and Party secretary of Yingkou Financial School, deputy director of the Yingkou Municipal Financial Bureau, deputy director of the Yingkou Commercial and Financial Commission, deputy director of Yingkou LTB, director of the Dalian Branch of the Liaoning Local Taxation Bureau, member of the Party Leadership Group and deputy director of the DLTB. He took office as a member of the Party Leadership Group along with the director of the Dalian Development Area LTB in May 2011.      

Liu doubles as the director of the DDA LTB and is in charge of the overall work of the bureau.   

Zhang Yu

Male, Han nationality with a Master's Degree from Liaoning Provincial Party School and a Master’s Degree in economics from Dongbei University of Finance and Economics, born in December, 1963 in Dalian, Liaoning. He is a senior auditor, currently a member of the Party Leadership Group and leader of the Discipline Inspection Group of the DLTB.

Zhang served successively as vice director of the Audit Office of the Commercial Grain Foreign Trade and Audit Office of Foreign Fund Utilization of the Dalian Municipal Auditing Bureau, director of the Audit Office of Foreign Fund Utilization, Audit Office of Commercial Grain Foreign Trade and Audit Office of Fixed Assets Investment, and director of the Corruption-reporting Centre of the Dalian Discipline Inspection & Supervision Bureau Petition Office. He took office as a member of the Party Leadership Group and leader of the Discipline Inspection Group of the DLTB in June 2008.   

Zhang is in charge of the Discipline Inspection Group, Supervision Office, Retiree Affairs Department and Service Center of the Bureau; he liaises with the Xigang District LTB, No.2 Bureau of Tax Inspection, the Jinzhou District LTB, the LTB of Dalian Free Trade Zone and the Changhai LTB.

Lan Shengchun

 Male, Han nationality with an MBA, born in April, 1959, in Dalian, Liaoning. He is currently a member of the Party Leadership Group and deputy director of the DLTB.

Lan served successively as director of the Tourism Center of the Golden Pebble Beach National Holiday Resort, deputy director (a leading division role or equivalent) of the Bureau of Finance and Taxation of the Golden Pebble Beach National Holiday Resort, director of the LTB of the Golden Pebble Beach National Holiday Resort, director of High-tech Industrial Zone Taxation Administration Branch of the DLTB, director of the Jinzhou LTB, chief economist of the DLTB and director of the DDA LTB. He took office as a member of the Party Leadership Group and deputy director of the DLTB in May 2011.   

Lan is in charge of the General Office, Department of Education & Personnel, General Office of the Department Party Committee and Department of Tax Services; he liaises with the Shahekou District LTB, No.3 Bureau of Tax Inspection, the Lüshunkou District LTB, the LTB of Changxing Island Harbor Industrial Zone and the Pulandian LTB.

Zhang Pukai

Male, Han nationality, born in June, 1960, in Pulandian, Liaoning, with a Bachelor’s Degree from the Party School of the CPC Central Committee and a Master’s Degree in economics. He is currently a member of the Party Leadership Group and deputy director of the DLTB.

Zhang served successively as office director of the Pulandian Finance Bureau, deputy director of the Pulandian Finance Bureau, deputy director and director of Pulandian LTB, deputy director (in charge) of the Tax Inspection Bureau of the DDA LTB, deputy director of the LTB of DDA, director of the Bureau directly under the DLTB, and chief economist and director of the DLTB. He took office as a member of the Party Leadership Group and deputy director of the DLTB in May, 2011.

Zhang is in charge of the Levies Management Department, Tax Inspection Department, Science and Technology Information Service, Ticket Management Office and Tax Data Management Center; he liaises with the Ganjingzi District LTB, No. 4 Bureau of Tax Inspection, the LTB of Huayuankou Economic Zone and the Zhuanghe LTB.

Liu Bin

Male, Han nationality, member of the CPC with a Master's Degree from the Party School of the CPC Central Committee, born in October, 1956, in Dalian, Liaoning. He is currently a vice inspector for the DLTB.

Liu served successively as vice director of the Department Body in the Office of Organization Establishment, Dalian Municipal Personnel Bureau; vice director (in charge) and director of Department Two of Local Taxation Management, and director of the DLTB Department of Education & Personnel. He took office as a DLTB vice inspector in December 2008.

Liu is in charge of the Center for Education Management, Taxation Research & Information Center, Dalian International Tax Research Association, Certified Tax Agents Association; he is also in charge of random work assigned by Li Shengjun, secretary of the Party Leadership Group and director of the DLTB.

Wang Chunzhu

Male, Han nationality, member of the CPC, college graduate, born in July, 1951 in Huludao, Liaoning. He is currently a vice inspector for the DLTB.

Wang served successively as vice director and director of the Service Center of the DLTB, director of the Taxation Research & Information Center and director of the Regular Fee Office. He took office as a vice inspector of the DLTB in August, 2010.

He is in charge of random work assigned by Li Shengjun, secretary of the Party Leadership Group and director of the DLTB.

Huo Yong

Male, Han nationality, member of the CPC, college graduate, born in August, 1961, in Miluo, Hunan. He is currently a vice inspector for the DLTB.

Huo served successively as Air Force squadron leader, deputy captain, captain, deputy head of regiment, director for air combat shooting (a leading role as regiment commander), deputy division level pilot and assistant commanding officer of the Dalian PLAAF Command. He took office as a vice inspector of the DLTB in May 2011.

Huo is in charge of random work assigned by Li Shengjun, secretary of the Party Leadership Group and director of the DLTB; he assists Zhang Yu, member of the Party Leadership Group and leader of the Discipline Inspection Group of the DLTB with the Service Center of the Bureau; assists Lan Shengchun, member of the Party Leadership Group and deputy director of the DLTB with the General Office of the Department Party Committee.

Qiu Huanqun

Male, Han nationality, with a Bachelor’s Degree in economics, born in August 1962 in Zhuanghe, Liaoning. He is currently chief economist of the DLTB and doubles as director of the Ganjingzi District LTB.

Qiu served successively as deputy head of the Department for Corporate Income Tax of the DLTB, deputy director of the Foreign Tax Bureau of the DLTB, deputy director of the Collection & Management Office of the DLTB, director of the Zhongshan District LTB, and director of the Ganjingzi District LTB. He took office as chief economist of the DLTB in May, 2011, and doubles as director of the Ganjingzi District LTB.

Qiu is in charge of the Department of Turnover Tax, Department of Property and Tax Act and Regular Fee Office; and in charge of random work assigned by Li Shengjun, secretary of the Party Leadership Group and director of the DLTB.
