Duties and Functions

1. To carry out state laws, regulations, policies and provincial and local measures and rules on taxation; to conduct investigation and research on local taxation, and work out specific local enforcement regulations and measures.
2. To participate in research of economic policies for the city; to research on tax revenue and to put forward suggestions on using taxation measures to moderate economy; to formulate regulations and rules of local taxation and supervise its implementation; strengthen local taxation collection operation.
3. To organize and carry out reform of the taxation collection management system; to draft collection management system; to supervise and examine enforcement of relevant taxation laws, regulations, guidelines and policies.
4. To organize the implementation of tax collection operation throughout the city; to draft long and medium term plans and annual plans of municipal taxation; to manage book keeping with municipal tax revenue, statistics and analysis work, monitor and investigate taxation sources; to organize and implement tax reduction and tax exemption in the administrative districts by preferential policies and by difficult cases.
5. To supervise and inspect the enforcement of state and local tax laws, policies and taxation plans in each taxation office and among the taxation officers in the city; responsible for inspection on law enforcement, administrative supervision and review, law enforcement in local taxation system.
6. Responsible for local taxation team's leadership establishment, personnel and organization setup, labor and compensation, and accounting management.
7. Responsible for education and team building for the local taxation team, and construction of spirituality, political thoughts and clean government within the system.
8. To organize publicity and promotion of tax payment policies and organize researches on taxation theories; to managed chartered tax professional consultant and regulate behaviors on tax agencies.
9. To undertake the tasks assigned by the Municipal Government.
