Turnover Tax Division

The Turnover Tax Administration Division is a functional department of the municipal taxation bureau. It is responsible for policy guidance and administration of collection of business turnover tax, education and culture construction fees, cultural undertaking development fund etc. It is also responsible for general work in foreign taxation and anti tax avoidance and, responsible for taxation information survey. 

Functions:

1. To provide guidance on business turnover tax policies and cultural undertaking construction fees policies.
2. To handle approval, examination and audit of turnover tax reduction and exemption under regulations.
3. To organize research, examination and provide training on turnover tax and cultural undertaking construction fee collection work.
4. To investigate turnover tax and cultural undertaking fee sources, monitor the incomes, conduct statistics and analysis.
5. To put forward proposals on strengthening collection administration according to the traits of turnover tax and cultural undertaking construction fee and the needs of collection operation; supervise the implementation.
6. To manage foreign tax collection and anti tax avoidance.
7. To conduct national tax collection information surveys.
8. To undertake other works that the bureau leadership has assigned.
