Tax Collection and Administration Division

The Tax Collection and Administration Division is a functional unit under the municipal bureau. It is responsible for planning, organizing, guiding, supervising, and coordinating local taxation collection.

Functions:

1. To implement the Tax Collection Administration Law and the Specific Implementation Measures; to formulate and supervise the implementation of collection regulations, rules and measures.
2. To organize and advance the reform on local tax collection administration system, tax collection operation pattern and mechanism; solve problems and disputes reflected in tax collection.
3. To establish collection monitoring index systems; examine, analyze and evaluate collection operation status; provide statistics and reports to upper level on collection data.
4. To gather business requirement on collection information system and promote information-based applications in tax collection fields; analyze and monitor the collection data.
5. To manage, analyze and monitor the city’s taxpayer sources, identify responsible tax authority based on jurisdiction principles, provide arbitration over disputes.
6. To provide instructions and supervision over the tax registration work and supervise the work in the four districts in city proper.
7. To provide instructions and supervision over the tax declaration, tax collection and postponed payment fee business; examine and approve the tax buffer period, calculate and analyze the tax arrearage, announce and release the tax arrearage information.
8. To promote the application of tax control cash machine and support the operation, take care of collection, analysis and monitoring of the data from the control machines. Build the management system of “Control Tax By Invoices”, conduct comprehensive management of controlled invoices, organize its implementation.
9. Central management, instruction on comprehensive tax collection analysis, evaluation, auditing and service work. Coordinate the management of different type of taxes and, build a system in the city for tax collection analysis, evaluation, audit and interactive service.
10. To manage and instruct on the entrusted collection work, establish and unify tax quota management for individual business persons.
11. To keep collection archives and to print, issue and manage the collection documentation and files. 
12. To evaluate and issue credit to taxpayers; provide the government and the related department with tax payment information of enterprise and individuals for large taxpayer qualification approval, taxpayer evaluation praise and award.  
13. To build up taxpayer and withholding party’s liabilities system and establish a city wise tax collection assistance and protection work.

14. To undertake other works that the bureau leadership has assigned.
