The Financial Audit DivisionThe Financial Audit Division is a functional department of the municipal taxation bureau. It is responsible for the whole system’s financial management and accounting audit. Functions:1) To draw up overall financial and auditing work measures and regulations; monitor, inspect and supervise the implementation. 2) To make annual budgetary plans and final accounts for the system; examine and audit budgets and final accounts of affiliated accounting units, draw up annual budget expenditure and final accounts; keep various financial statement reports. 3) To guide, check, and inspect the whole system’s expenditure management and financial expenses, allocate various payment items, provide financial reports and the budget financial analysis reports regularly, budget and approve, audit the withhold tax service fees. 4) To guide, check, supervise and manage the public provident fund, medical insurance, government procurement, and the housing currency subsidy work throughout the taxation system. 5) To carry out audit over management and leader’s economic responsibility during their office tenure, with cooperation from related departments. 6) To manage, check and inspect the whole system’s property and asset management and administrative fee collection management. 7) To organize the whole system personnel's business training and examination and evaluation. 8) To receive and arrange the audit and examination from the provincial and municipal upper authorities on financial budget and final accounts. 9) To raise punishment opinions against units and individuals breaching the regulations of financial and auditing management. 10) To undertake other works that the bureau leadership has assigned.
