The Planning and Accounting Division

The Planning and Accounting Division is a functional division of the municipal bureau. It is responsible for allocation, notification, analysis, research, report and adjustment of the annual local tax revenue plan. It is also responsible for guidance, supervision, management and report of the tax accounting system and statistical system and, responsible for printing, supply, management and supervision of the tax invoices and certificates; summarizing and report of key tax sources status and spreadsheet numbers.

Functions:

1) To allocate and give instruction to each collection unit of tax revenue plan, analyze and reporting performance of execution of tax plans; keep control of the tax source changes, and regularly submit relevant reports, spreadsheets and analysis to the State Taxation Bureau, the provincial Local Taxation Bureau, the municipal government and party committee and related departments.

2) To draw up tax revenue accounting work regulations; coordinate and check off statement of accounts with the public finance bureau and state treasury, carry on business instruction and check on tax collection accounting operation throughout the system, draft and report the monthly and annual tax collection accounting reports.

3) To draw up tax revenue collection work regulations; conduct tax collection statistics and analysis; supervise and examine the tax collection statistics work in the whole system; draft and submit various tax collection statistic reports.

4) To draw up tax invoice and certificate management regulations, carry on instruction and inspection to the whole system’s tax invoice and certificate management, responsible for the printing, issuance and management of invoice and certificate the whole system’s,  keep and submit quarterly and annual reports on invoice and certificate management.

5)  To report to the State Taxation Bureau on time the status of key taxation sources and relevant summary reports.

6) To organize training and evaluation in the system over operations of tax revenue planning, accounting, statistics, invoice and certificate and key tax sources.

7) To undertake other works that the bureau leadership has assigned.
