Personnel and Education Division

The division is a functional department of the municipal taxation bureau. It is responsible for evaluation and deployment of management teams in the basic level bureaus, and administration of the public servant and employees, organizational establishment, administrative review, and education and training for the public servants.

Functions:

1) To examine and evaluate the basic level unit management teams, individuals and officials with ranks under division chief level.

2) To manage human resource affairs including: drawing up the system mechanism and employee quota, appointment, dismissal and transfer of staff, labor wages, professional technology and technical work certificate etc.

3) To carry out the work of evaluation, reward, punishment, resignation and dismissal of public servants.

4) To implement objective management for job posts (reporting to the municipal government).

5) To manage human resource information and personnel files of the taxation system.

6) To review the political background of personnel who apply for visiting abroad.

7) To carry on first inspection over representative’s qualification for people’s congress for the staff of the system.

8) To establish education and training programs for public servants.

9) To lead and implement The Basic Level Construction Outline of taxation work.

10) To organize and coordinate the improvement and modification of administrative evaluation system, and carry out implementation of the review and evaluation.

11) To undertake other works that the bureau leadership has assigned.
