The Direct Branch Bureau of DLTB

The Direct Branch Bureau of Dalian Local Taxation Bureau (DLTB) is responsible for tax collection administration of the city and provincial level enterprises and, the collection administration of the deed tax and related taxes in second hand houses trading in the city proper (four central districts).

Functions:

1. To manage the taxpayer and tax liabilities person accounts in its jurisdiction;
2. To process tax payment application and collection;
3. To provide instructions to the taxpayer and liabilities person to establish a complete tax payment process and system;
4. To evaluate tax payment, calculate and settle tax payment bills, manage invoices, investigate tax sources, publicize tax laws, provide tax services, release policy announcement, double check tax quotas, clear tax arrearage, examine and check leak taxpayers;
5. To process procedures for tax reductions and exemptions, tax postponement;
6. To conduct ordinary and specific item check over taxpayers and impose penalty to illegitimate acts;
7. To coordinate with real estate trading departments;
8. To undertake other works that the city bureau has assigned.
