The General Office

The General Office is a functional department of the municipal taxation bureau. It is responsible for coordination of administrative operation of the bureau and the management of administrative budget and expenditure of the bureau and its affiliated organs.

Functions:

1) Responsible for documentation preparation and modification for the city’s large scale meetings such as the taxation working conference, comprehensive preparation work and, coordination and organization of the meetings;

2) To handle the bureau leadership’s secretary work, including organization and preparation of the bureau party meetings, director work meetings, bureau meetings, drafting and keeping the meeting memos.

3) Responsible for supervision and inspection, including, supervising the implementation of the upper level government authority documents and meeting instructions; implementation of upper level tax authority decisions and instructions, upper tax authorities related instructions, decisions and resolutions; internal work instructions and decisions made by the bureau party and bureau meetings; upper level and bureau level leaders’ key approval and task orders.

4) To manage the bureau’s official documents processing and official seal and letters administration; to lead the promotion and application (in cooperation with the Information Center) of official document software within the organization.

5) To compose, summarize and distribute the bureau annual work report and major accomplishments; to draft and edit the relevant parts for the Dalian Almanac and the China Taxation Almanac; to edit the Dalian Local Taxation Information and the Working Status.

6) To plan, organize, coordinate and evaluate the publicity work throughout the local taxation system; initiate promotion of taxation laws campaign month in the society; participate in press release of important news and big cases involving taxation issues.

7) To manage the archives of the bureau; to guide the basic level bureaus in related to archive management.

8) To manage, guide and coordinate the taxation system confidentiality work; handle letters and visits from the grassroots; process proposals of the congress representatives and political consultants.

9) To formulate work and administrative regulations within the bureau.

10) To receive the visits from the upper management.

11) To manage and coordinate the administrative budget and expenditure, accounting and cashier, asset and material management; organize central and separate government procurement; settling housing subsidy in terms of currency in the municipal bureau organization.

12) To organize centralized subscription of newspapers and magazines for the whole taxation system, and for the municipal bureau organization.

13) To manage the confidential and important document communication in the whole system and editing and printing of the system’s telephone directory.

14) To establish and support the quality management system, to organize internal audit, and assist the bureau leader with review of the quality system.

15) To undertake other works that the bureau leadership has assigned.
